引  言
乡村要振兴,法治必先行。全面推进乡村振兴,离不开强有力的法治保障。
《关于加快推进公共法律服务体系建设的意见》(中办发〔2019〕44 号)提出,公共法律服务是政
府公共职能的重要组成部分,是保障和改善民生的重要举措,是全面依法治国的基础性、服务性和保障
性工作。
农村公共法律服务是建设覆盖城乡的现代公共法律服务体系的重要组成部分,是建设社会主义法治
国家的基础工程,也是实现乡村振兴战略的重要保障。规范农村公共法律服务工作,提高服务质量是推
动共同富裕、乡村振兴和经济社会高质量发展的应有之义。
